The STCW Convention 1978 has been amended by the 2010 Manila Amendments and contains new training requirements for all seafarers.

Regulation III/6 introduced a Certificate of Competence (CoC) for Electro Technical Officers (ETO).

The ETO CoC was introduced to give those working in these capacities formal recognition of their technical abilities and provide an international standard which would enhance employment opportunities.

Anyone who has been serving as an ETO (or in a similar capacity) without STCW Certification can obtain the required training and certification at South Shields Marine School by completing any of the required courses from the list of ETO courses.

A requirement for a UK ETO CoC is the completion of the MNTB Electro-Technical Officer Competency Record Book. This can only be can be purchased directly from Witherby Seamanship International at: http://www.witherbyseamanship.com/electro-technical-officer-competency-record.html

Part of the academic requirements for ETO CoC can be met by studying the single subject SQA Chief Engineer Electro-Technology here at the college or via distance learning. Please e-mail mlc@stc.ac.uk requesting details for ETOs.

Professional Opportunities top

The term SETO or Senior Electro Technical Officer is not recognised by the STCW Convention. However, the UK is using the term to indicate an ETO who has exceeded the STCW requirements, both in terms of academic standard and service.

To obtain a SETO Endorsement in your Certificate of Competency you must:

  • Hold a UK ETO CoC;
  • Have successfully completed a HND, Foundation Degree or Degree in Electrical and Electronic Engineering;
  • Hold an MCA HELM Management Level course completion certificate;
  • Hold an MCA approved High Voltage Management Level certificate;
  • Have completed 12 months sea going service as an ETO after being issued with an ETO CoC or 24 months sea going service as an ETO or carrying out similar duties before the initial application;
  • Pass a SETO MCA Oral Examination.
